Why does the meter box have water in it?
Usually, it's the small Ford boxes that have water in them. They have 4 small holes about the size of a pencil for drainage. When dirt, leaves and grass clippings get in the box, it stops up the holes and prevents it from draining. The water could also be condensation from the natural high moisture content associated with the meter "sweating".
