A. Approval of the Agenda
Council approved the September 21, 2026, agenda as amended with the proposed amendment to suspend the public comment rules and revise to 15-minute time limit and 2 minutes max per speaker.
B. Public Comment
There were 8 members of the public who signed up and spoke to the Mayor and Council about their various concerns.
C. Special Presentation
Mayor and Council heard a presentation from Sara VanLear, DFI, Bob Englander of Cathford Consulting, LLC, and Kristen Boggs-Jaegar on two proposals for the development of the Webbley mansion. Council voted in favor of the Cathford Consulting, LLC proposal. The vote was 4 – 2, Arth and Bullock oppose.

Council approved all 6 consent agenda items.
E. Unfinished Business
Council unanimously approved Ordinance No. 38-2026 and Resolution No 76-2026 that adopted a budget ordinance amendment in the amount of $1,986,256 and awarded a contract to Two Brothers Utilities for the construction of Project Fast at the Shelby-Cleveland County Regional Airport.
F. New Business
Council unanimously approved a Memorandum of Understanding (MOU) concerning the Golden Leaf Grant for the Farmville Road Development between the City of Shelby and Cleveland County.
