In 2009, the City of Shelby identified low water pressure and low flow issues in the eastern portion of the water distribution system. The system was able to meet normal consumption needs and smaller fire protection. The water system from Uptown Shelby to the East tank is generally made up of smaller diameter lines creating issues with filling of the East tank.
A new 24” water transmission line to the East tank would continue to improve distribution flow to this area and reduce system stress during high demand through use or fire protection. These current problems also present a problem for increased water usage and economic development. Over the course of the last few years, there has been growth in commercial development and the expansion of Cleveland Community College, and the City is beginning to see additional development to the East. Due to the age of the sewer system, it was also beneficial to replace sewer along the route at this time.
This project consists of construction of 8,748 LF of 24” water transmission main, 4,033 LF of gravity sewer, 603 LF of 8” water main along with altitude valves for the North and South Tank to better distribute water through the system.

August 14, 2024 - Temporary Road Closure Notice
A contractor for the City of Shelby is performing construction work associated with the 24” Washington St. Waterline Transmission Project and will need to temporarily close S. Morgan Street between W. Warren St. and W. Graham Street along with closing the West bound lane of West Graham between S. Lafayette St. and S. Morgan St.
Road closure and new traffic pattern are expected to be in place 1-week beginning on August 21, 2024.
Continued construction and new traffic patterns on S. Morgan up to W. Marion are to be expected for the next 5-6 weeks.
Expect personnel, vehicles, and equipment in the roadway in this area.
