The City has a council/manager form of government. City Council is the policy making and legislative body of City government and includes a Mayor and six Council members. The Mayor and Council members are elected at-large on a non-partisan basis and serve staggered four-year terms.
The City Council has the authority to confer powers and duties on both the Mayor and the Manager in addition to those conferred on them by law. The Council has the authority to organize and reorganize City government. Except when expressly prevented by other laws, the Council can “ . . . create, change, abolish, and consolidate offices, positions, departments, boards, commissions, and agencies . . . to promote orderly and efficient administration of city affairs . . .” North Carolina statute provides that in a council-manager city, the council as a body appoints the City Manager to serve at its pleasure. Thus by statute the City Council has the primary responsibility to establish the general framework under which the government can meet the needs of the community, and as the employer of the Manager, it is the body to which the Manager is directly responsible and accountable.

- Work with others in the community and in City government to define community goals and pursue the public good

Emilie is originally from Rutherford County and graduated from Western Carolina University with a degree in Business Administration and Law. She has lived in Shelby (Ward 1) since 2015.
Emilie is a Real Estate Agent with RE/Max Select, and owns a local coffee shop. She currently serves on the board at the Children’s Homes of Cleveland County. Emilie is married to Kevin Bullock, and they enjoy spending time with their two dogs and cat. Her hobbies include playing tennis and physical fitness.

Mr. White was born and raised in Shelby, NC. He is a 1968 graduate of Shelby High School and attended Gardner Webb University. He joined the family construction business in 1971. He became President of the construction company in 1990 when he bought the business. He started another business in 1988 known as White Investments of Shelby. With this business, he purchases local properties for renovation and leases those properties to local businesses.
Mr. White is happily married to Lisa White. They have two children, Dave White and Dana Scoggin. Both children are married and live in Shelby with their families.
Mr. White is an active member at First Baptist Church of Shelby. He serves on the Building and Grounds committee and has been the Director of the Adult 2 Class since 1986.

After being educated through the Shelby school system and Wake Forest University, Mr. Causby became the Senior Sales Representative for Bassett Furniture Industries of Bassett, Virginia in North Carolina for nearly 30 years. He left only to become the National Sales Manager for Expressions, Inc., a framed art company in Pigeon Forge, Tennessee. Mr. Causby and his wife, Becca, have four children and five grandchildren.
Mr. Causby has served on various boards and commissions, federal and local through the years.
Violet Arth - Ward 4

Violet has lived in Ward 4 since 1994 and is a graduate of Shelby High School Class of 1999. She attended Appalachian State University and graduated in 2003 with a degree in Marketing and a minor in Fine Art. Violet served as the Marketing Director at the Cleveland County Arts Council in Uptown Shelby for 19 years before retiring in 2023. She currently is a realtor with Coldwell Banker Mountain View.
Violet is a member of the Junior Charity League of Shelby and serves on the Board of the Historic Shelby Foundation.
She has two daughters, Scarlett, and Iris.

Following his education through the Cleveland County School System, UNC-Charlotte, and Gardner-Webb University, Mr. Webber was employed in units of local and state government for over 30 years. He began his career with the North Carolina Employment Security Commission and served as a Human Resources Director for four different municipalities including the City of Shelby. Mr. Webber most recently served as a Social Studies teacher with Cleveland County Schools and is a veteran of the US Army Reserves. He and his wife, Audrey, have three children and two grandchildren.

Mr. Hopper is a native of Shelby, NC. He retired as a Social Worker Supervisor from the Cleveland County Department of Social Services. He is a retired Command Sergeant Major from the US Army where he received numerous awards and decorations, including the Legion of Merit Medal. Mr. Hopper is a former police officer with the Baltimore, Maryland and the City of Shelby Police Departments. He is a graduate of Green Bethel High School. Mr. Hopper obtained an AA in Police Science from Cleveland Community College and a BA in Psychology from Limestone College. Mr. Hopper is a life member of the Veterans of Foreign War (VFW) and The Disabled American Veterans (DAV). He is the Worshipful Master of Tryon Lodge No. 8 in Shelby, NC. Mr. Hopper is an independent agent with the NC Boxing Commission. He is the Recording Steward at Roberts Tabernacle, CME Church. He and his wife, Brenda, have four children, Dondi, Andrew Jr., Monica and Brian.
