MISSION STATEMENT

“We will strive for the City of Shelby to be the best governed and most livable city in the State of North Carolina placing value on high quality services, its citizens and its employees” is the Mission Statement of the City of Shelby.  The City Manager is responsible to the Mayor and City Council for providing the executive leadership and organizational support necessary for achieving and realizing the mission.

The City of Shelby has a Council/Manager form of government.  City Council is the policy making and legislative body of City government and includes a Mayor and six Council members.  The City Manager serves at their discretion as Chief Operating Officer.

The City Manager is appointed by the Council and is responsible for managing and administering the policies and ordinances of the City government as approved and adopted by the Mayor and City Council and all State and Federal laws, rules, and regulations pertaining to the City government.  The City Manager is also responsible for preparing and managing the City’s operating and capital budgets and for leading, guiding, developing, and managing the various City Department and staff in accomplishing the goals, objectives, and policies of the Mayor and City Council.

The City Manager’s Office also reviews and approves policy and program initiatives; departmental programs and budgets; makes recommendations on all matters to the Mayor and City Council; ensures that these policies are carried out; establishes standards and priorities for City Departments and staff; coordinates policies, programs, and priorities of the City government; and manages and monitors the performance of the City Departments and staff to ensure services are being provided in a sound, efficient, and effective manner.
The City Manager's office is located in City Hall. Office hours are 8:00 A.M. to 5:00 P.M.

State law mandates that every municipality shall have a City Clerk who shall give notice of meetings of the Council, keep a journal of the proceedings of the Council, is the custodian of all City records, and shall perform any other duties that may be required by law or the Council.

The Public Information and Communications Officer is responsible for developing, coordinating and implementing the release of important information to customers, the community and the public in general. He serves as the liaison to build and foster positive relationships between the City, the public and the media.

 


City Attorney

The City Attorney reports to the City Manager and represents the City of Shelby in all legal matters and serves as the legal adviser to City Council, City Administration and staff, and various boards and commissions.
