The Emergency Operations Division is under the direction of the Assistant Chief and is delivered through the staff and resources assigned to the three platoons within Battalion 1.
Battalion 1-A Platoon: Matt Williams

Matt Williams has been with the Fire & Rescue Department since 2000. He holds numerous professional fire and rescue certifications. He is a certified fire instructor, hazardous materials technician and is a credentialed Level II Code Enforcement Officer. Matt is a graduate of Cleveland Community College where he earned his associates degree in Fire Protection Technology.
Battalion 1-B Platoon: Clint Beam

Clint Beam has been with the Fire & Rescue Department since 2000. He holds numerous professional fire and rescue certifications. He holds specialty technical rescue certifications, is a hazardous materials technician, and is a credentialed Level I Code Enforcement Officer.
Battalion 1 C-Platoon: Quentin Cash, MPA, CFO

Quentin Cash has been with the Fire & Rescue Department since 2005. He holds numerous professional fire and rescue certifications. He holds specialty technical rescue certifications, is a fire and life safety educator and is a credentialed Level I Code Enforcement Officer. Quentin earned his graduate degree from Columbia Southern University, and his undergraduate degree from Appalachian State University. He earned the Chief Fire Officer (CFO) designation in 2019 from the Center for Public Safety Excellence (CPSE). Quentin currently serves on the Board of Directors of the North Carolina State Firefighters Association. In 2016, he was recognized as the NCSFA firefighter of the year and was selected as the Western North Carolina Association of Firefighter's (WNCAFF) firefighter of the year in 2008.
