In May 1947, City Park project began with surveying, planning and purchasing of property to build a Community Center as a memorial to those who served in World War II. The Parks and Recreation Department was supported exclusively by revenues from 420 parking meters in the City of Shelby. On July 1st, 1948, The Commission had been formally set up and the building had begun.
In April through November 2004, the City Park Community Center underwent major building renovations. The gymnasium, stage, entrance way, lobby, administrative offices, aerobics room, gymnastics rooms and rest rooms were completely remodeled. Highlights include new heating and air systems, flooring, ceilings, lights, doors, and a fantastic new color scheme throughout the building. In addition, the Cleveland County Sports Hall of Fame was made a permanent fixture in the main lobby. The building was officially dedicated and re-opened on December 2, 2005.
On December 20, 2004 Shelby City Council accepted the donation of an additional 55.25 acres at City Park from the Royster Family. This property is now home to the Recreation and Sports Complex consisting of 3 championship baseball/softball fields, paved walking tracks, horse shoe pits, and playground and picnic shelter. This new facility will be invaluable to nearly 1,000 participants in our youth baseball and softball program, and a tremendous tourism draw by hosting regional and state tournaments.
Currently the City Of Shelby Parks and Recreation Department has something for all to enjoy and has for over 50 years. City Park is comprised of 150 acres of beautifully kept Ball Fields, Playground, Picnic Areas, Aquatics Center, Nine Hole Golf Course, Tennis Courts, Outdoor Volleyball and Croquet Court, Horse Shoes, and a Sitting Garden. There is also a Community Center with 1,500 seat Gymnasium with Stage, Gymnastics Room, Aerobics Room and Conference Rooms. The Community Center is the home administrative area for Shelby Parks and Recreation.
In addition City Park is home to the Historic Herchell Spillman Carrousel and Gift Shop and restored Rotary Miniature Train. Thousands of patrons take advantage of the different venues and programs offered at City Park.
For a number of years, City Park has been the site of the Foothills Merry Go Round Festival and plays host to many large Company Picnics and Special Events.
