Samuel Raper and Lester Roark, recognized a growing need to increase the appearance of Uptown Shelby where each lived and worked for 50 plus years. Both devised a framework of funding for beautification efforts in the Uptown Shelby Area. That is why in 1998 the Raper- Roark Trust Fund was established.

Upgraded Waste Receptacles
Through a formal agreement with the city of Shelby and the Raper- Roark Trust Fund have declared a public-private partnership. A Trust Board of Governors, compromised of six local citizens study and recommend projects for Uptown Shelby.
In 2010, the Roark Plaza was renamed the Raper- Roark Plaza. In honor of both men and their partnership.
