New Backflow Reporting System
On May 2, 2022, the City of Shelby began utilizing AquaResource, an online backflow reporting system provided by TecNXS, Inc. All test results must be submitted online through the reporting system. Paper test results delivered to city offices and emailed test results will no longer be accepted as of May 2.
Some of the benefits of the new system are:
- Customer direct access to backflow assemblies at their location(s) and and ability to edit their contact information;
- Tester direct access to backflow assembly information at customer address(es);
- Streamlined submittal of results;
- Easy to use website on computers, tablets and mobile devices
We appreciate your understanding as we move to streamline our backflow program and make it more user friendly for testers and our customers.
Testers
The City of Shelby no longer offers testing of assemblies. Customers with backflow assemblies can see a list of approved testers on the Customer Portal at https://aquaresource.app/portal/52.
All testers submitting test results for the first time on AquaResource must register at https://aquaresource.app/. School certificates and test kit calibration certificates files must be uploaded as a JPG or PNG format. Please allow two business days to be approved as a tester once the request has been submitted online. Once you have been approved, you can submit test results online. All tests must be submitted online within 10 days of the date of the backflow test.
The fee to submit a test result online will be $7.50 per test and will be charged by TecNXS, Inc. for maintenance/upkeep of the cloud-based system. The City will not be receiving any compensation from this fee.
Testers with expired backflow and/or equipment calibration certifications will not be able to submit tests results. Once current certifications have been submitted online and have been approved, testers can resume submitting test results.

Customers
Customers will now be able to access their test records moving forward, see a list of all of their assemblies, if the assemblies are current or past due, previous tester information and update contact information via the Customer Portal at https://aquaresource.app/portal/52. Customers will need their AquaResources Account Number and Zip Code or Group ID to enter the Portal. The Account Number or Group ID number will be listed on the Annual Notification letter. If a customer needs their account number or Group ID number, please send an email to backflow@cityofshelby.com.
Annual Backflow Testing and Compliance
Backflow prevention assemblies are required by the federal Environmental Protection Agency (EPA) and the State of North Carolina to safeguard water systems. These assemblies must be tested annually by a state certified tester.
Notifications will be mailed to the customer 45 days in advance of the annual test due date. The customer, owner, or property manager is responsible for scheduling and payment of the annual backflow test with an approved tester.
The customer is considered compliant when the backflow tester submits passing backflow test(s) on the customer’s behalf to the electronic reporting system. The tester is required to submit the test within 10 days of the date of the backflow test.
Backflow Prevention and Cross Connection Program
The City of Shelby is committed to providing our customers with safe, high quality drinking water. In our effort to do this, the City of Shelby Council adopted a Backflow Prevention and Cross Connection Ordinance in June 2012 to ensure the protection of our community’s water system. The Ordinance requires:
- Commercial and industrial water customers to have an approved backflow prevention assembly installed on their domestic water line(s);
- Residential water customers with pools to have an approved prevention assembly installed.
- Residential and commercial water customers with irrigation systems to have an approved prevention assembly installed.
- Customers who will not be using their irrigation system through the winter months or do not plan to ever use their irrigations system must contact backflow@cityofshelby.com to request their irrigation meter be off and locked. Once the meter has been off and locked, the backflow account will be made inactive.
Customers who wish to resume use of their irrigation system and requested their irrigation meter be off and locked must contact backflow@cityofshelby.com to request their irrigation meter be unlocked and turned on. The customer also must have the backflow assembly tested by an approved licensed plumber once the meter is unlocked and turned on. Customers can see a list of approved testers on the Customer Portal athttps://aquaresource.app/portal/52.
